RFQ: Recycle CT Administrative Support

Request for Qualifications

Project Summary

The RecycleCT Foundation, a 501(c)3 nonprofit created in Connecticut statute by Public Act 14-94, is seeking a qualified consultant or fiscal sponsor to provide administrative support.

The mission of the RecycleCT Foundation is to support research and public information programs aimed at increasing effective participation in recycling and reuse in Connecticut (including curbside recycling, organics diversion, and other forms of recycling and reuse). Envisioned as a public-private partnership, the RecycleCT Foundation and its independent board of directors have given grants aimed at k-12 schools and nonprofits, and funded the state’s first promotional campaign to simplify curbside recycling, called “What’s In, What’s Out.” For more on this campaign, visit www.RecycleCT.com.

Administrative support and program implementation have been facilitated by staff of the Department of Energy and Environmental Protection (DEEP). To facilitate long-term sustainability and impact, the RecycleCT board envisions the establishment of independent accounts and funding sources, which will require independent financial oversight, accounting, tax filing, and other back-office support than cannot currently be provided by DEEP staff.

The Right Partner

The RecycleCT Foundation board is seeking a consultant or nonprofit fiscal sponsor to provide administrative support as detailed below. It is preferred, but not required, that the consultant or fiscal sponsor be based in Connecticut.

Scope of Services

For a period of up to three years commencing in October 2018, the partner will provide the following services:

  • Management of RecycleCT budget and bank accounts (approx. annual budget $200,000), with monthly reports prepared for the board.
  • Compilation of annual audited financial statement.
  • Filing of 990 tax return.
  • Preparation of streamlined annual report of RecycleCT finances and programmatic highlights.
  • Potential assistance in administering grant programs on behalf of RecycleCT.
